RECRUITING AN ADMINISTRATION AND FINANCE OFFICER
The Satellite Observatory of the Central African Forests (OSFAC) based in Kinshasa in the Democratic
Republic of Congo (DRC) is recruiting a full-time Administration and Finance Officer.
The incumbent will have a three year contract and be based in Kinshasa, with possible duty travel within
the Democratic Republic of Congo, the Republic of Congo, and outside the region.
She/he will report directly to the OSFAC Director and is expected to maintain close working relationships
with the Kinshasa-based WRI Regional Coordinator and the Washington-based CBFF-REDD Project
Manager.
DESCRIPTION OF MAIN TASKS
Design, or select an appropriate off-the shelf accounting software to ensure comprehensive tracking and
reporting of all revenue and expenditures of the OSFAC, the CBFF Project and other collaborative WRI
projects; specifically, the incumbent will:
• Ensure day-to-day administration of all expenses and payments according to the required
standards,
• Participate in and help consolidate all budgets and expenditure statements;
• Ensure follow-up and timely reporting of all project expenses
• Ensure regular monitoring of the main and sub-contract accounts at relevant levels;
• Ensure internal control and audit of all payments, invoices, tenders, etc
• Participate in the implementation of the projects’ budget;
• Monitor the Projects’ procurement and supplies activities
• Ensure the timely payment of the employees’ salaries;
• Ensure the payment of services (rent, Internet, benefits, etc.).
• Prepare and make tax returns and taxes;
• Ensure transmission, classification and archiving of all administrative and financial
correspondences
• Ensure that project equipment and other assets are well managed
• Produce financial and accounting reports,
• Keep the files of the personnel,
• Draft and manage the administrative personnel acts (contracts, leaves, insurance, social
aspects, diseases, etc.)
• Monitor the vehicle pool (repairs, maintenance and purchase of fuel);
• Manage and monitor the driver’s movements (programming of missions);
• Follow up the hygiene and sanitation of offices and annexes;
• Coordinate the use of the Conference Halls and the Cafeteria;
• Fulfill all other tasks which may be entrusted to him/her by OSFAC Director.
MAIN EXPECTED RESULTS
The main expected results for this position include, but are not limited to the following:
• Financial and accounting management is ensured on a daily basis;
• The execution of the budget and expenses is controlled;
• The monitoring and the management of banking accounts are adequately ensured;
• The financial procedures are well monitored and applied;
• The financial, accounting and administrative files are updated, classified and archived;
• The supplies in office automation equipment are well ensured;
• The personnel files are well managed;
• The vehicle pool is well managed (maintenance, fuel and driver dispatching)
• OSFAC and WRI offices are well maintained.
MINIMUM REQUIRED QUALIFICATIONS
• Have a university degree or equivalent in financial management or accounting;
• Have at least five (05) years of experience in the relevant area;
• Excellent knowledge of financial, accounting and audit procedures;
• Excellent knowledge and experience in establishing business contracts procedures and
familiarity with requirements of the World Bank, AfDB , USAID, EU, etc.);
• Good Knowledge of the finance and labour laws in the DRC, the Republic of Congo, and in
other CEMAC countries
• Familiarity with International Organizations will be an advantage
• Excellent knowledge of information and communications technologies and familiarity with
accounting software (e.g. SUN and other accounting software);
• Capacity to work under pressure and as part of a multidisciplinary, multi-racial team
• A proactive work ethic
• Good communication skills in French and English languages.
• Knowledge of a second national language of the Republic of Congo or the DRC will be an
asset
